Romney machine rights ship after Gingrich bump (Reuters)

TILTON, New Hampshire (Reuters) - ? Ten days before the first votes in the 2012 Republican presidential race, Mitt Romney's well-funded campaign machine has held off the most serious challenge to his White House bid and is keeping him near the top of the pack.

The denting of his main rival, Newt Gingrich, endorsements from respected Republicans and a series of well-received media interviews over the past couple of weeks have boosted the former Massachusetts governor's campaign.

The usually buttoned-down Romney also showed a lighter side with an appearance on Monday on comedian David Letterman's late-night talk show.

Gingrich had overtaken Romney in some Iowa polls earlier this month, but a wave of negative television ads by the Romney campaign and his political allies on the former U.S. House of Representatives speaker has righted the ship.

Restore Our Future, a super political action committee (PAC) fundraising committee formed in large part by close associates of Romney, has spent $2.6 million in the past two weeks on advertisements opposing Gingrich, whose lead in the polls in Iowa has melted.

Romney's failure to move above the 25 percent mark in national opinion polls throughout the year is a problem. But if Gingrich's support collapses in Iowa, which holds its nominating contest on January 3, Romney could have a respectable showing and pick up momentum going into the January 10 New Hampshire primary.

Texas Congressman Ron Paul holds a narrow lead over Romney in most Iowa polls, with Gingrich having slipped to third.

"Wonder why Gingrich's numbers are falling in Iowa? Romney (and Super PACs supporting him) are outspending Gingrich 34:1 this week," noted the Democratic strategy firm Anzalone Liszt Research.

Long-time Romney adviser Eric Fehrnstrom told Reuters that Romney's campaign, by far the best-funded among the Republican candidates, had been ready for a tough December.

"We always thought it would be more competitive and more intense as voting approaches," he said. "But we like the state of the race right now. Momentum is on our side."

Romney largely side-stepped a political capitulation by House Republicans this week over a two-month extension of a payroll tax cut, describing it as part of the "Congressional sausage-making process." And after looking shaky against Gingrich and Texas Governor Rick Perry in debates, Romney has refocused his attacks on President Barack Obama's economic record.

But some voters are starting to take issue with Romney's persistently bleak assessment of the U.S. economy, especially in New Hampshire where conditions are improving. Several small business people enthusiastically volunteered upbeat assessments of their companies this week.

"I think he used facts selectively," said Ken Allen, a restaurant manager from Northfield.

Morey Stettner of Portsmouth pointed out at a townhall meeting with Romney in Conway that the unemployment rate was falling. "The news every day is of a turnaround," Stettner said.

IOWA PUSH

Romney's team has been ambivalent all year toward Iowa. It did not, for example, participate in a straw poll in August that took the Republican presidential pulse of the conservative Midwest state.

However, an endorsement from Iowa's statewide newspaper, the Des Moines Register, has increased the incentive to go for a win there, while publicly keeping expectations low.

Romney has a solid organizational structure in the state that has held together since his first presidential bid in 2008 and he will campaign in some eight cities there over four days next week.

When Gingrich on Wednesday announced the support of House speakers from Iowa and New Hampshire, Romney's campaign fired back with endorsements from no less than seven former House speakers from the two states. He also won the backing of former President George H. W. Bush.

As much as Iowa seems a toss-up, New Hampshire is Romney's state to lose, and he needs to post a big win there to silence his critics and build momentum for other contests.

Polls in the New England state consistently show Romney up by double digits over Gingrich, Paul and former Utah Governor Jon Huntsman. A narrow victory for Romney, who owns a home in New Hampshire, could be spun by opponents as a defeat for him as the campaigns head to South Carolina.

"There have been elections in the past where a candidate has been a distance second, but won a moral victory," said Christopher Galdieri, a politics professor at Saint Anselm College in Manchester.

Former New Hampshire Governor John H. Sununu, a close Romney associate, often says that "Iowa picks corn. New Hampshire picks presidents." Sununu was constantly at Romney's side during this week's campaign swing through the Granite State.

"Yes, I am confident," Sununu told Reuters, referring to Romney's chances winning the state and continuing on to the nomination. "It all starts here. The numbers we are seeing are good numbers."

Even though no votes have been cast, pundits argue about what would benefit Romney most: quickly locking up the nomination so he can concentrate on the November election against Obama, or enduring a longer, bruising race that would battle-harden him.

Political observers have noted that Romney has bristled at times in television interviews, and can lose focus when challenged.

On Thursday night, at a town meeting in Conway, he sounded irritated and made a sweeping and risky promise to college student Kallie Durkit, who questioned whether Romney had answers for young Americans worried about the job market.

"What I can promise you is this - when you get out of college, if I'm president you'll have a job. If President Obama is re-elected, you will not be able to get a job," Romney said.

Nia fitness class at DanceWorks to benefit Cancer Lifeline

Saturday's Nia fitness class at DanceWorks Studio in Redmond at 16641 Redmond Way will benefit Cancer Lifeline.

The class will be from 10 a.m. to noon and the cost will be a $15 minimum donation, which will go toward Cancer Lifeline.

There will be door prizes from local businesses given away and Eastside Nia teachers will donate their time and studio space for the event.

The teacher are Susan Creighton and Pauline Osborne, both from Redmond, along with Sarah Love from Woodinville and Stephanie Rostad of Issaquah.

Nia, which began in 1983, uses nine movement forms from the martial arts, dance arts and healing arts are used in a 60-minute cardiovascular workout.

Cowboys play it safe, rest Romo, Felix vs. Philly (AP)

ARLINGTON, Texas ? Tony Romo was in the locker room dealing with a passing hand that wasn't broken, but was swelling.

At the same time, the New York Giants were polishing off a victory that rendered the result of this game just about meaningless, and turned their game against the Cowboys in New York next weekend into a battle for the NFC East title.

Missing those crucial players, and lacking intensity, the Cowboys came within 7 seconds of being shut out at home for the first time in 20 years, losing 20-7 to the Philadelphia Eagles on Saturday.

"You have to step back and understand what the situation is," Garrett said. "We need to be as healthy as we can be next week."

New York's victory eliminated the Eagles from the playoffs and meant the Cowboys couldn't clinch the division title with a win. Dallas could've still been playing for a wild-card backup plan, but was clearly more concerned about getting ready for the "win and you're in" route to the playoffs, especially after Romo banged his hand on the helmet of a defender.

Garrett said the club had decided earlier in the week who would and wouldn't play if the Giants won. Garrett said Romo's injury added a new wrinkle.

The question of why Jones decided to personally go over the plan with Garrett again, and in light of the Romo injury, wasn't really answered.

"I did want to go and communicate real good and we did communicate real good," Jones said. "These are decisions made by Jason, ultimately."

Michael Vick threw touchdown passes on his first drive and just before halftime, which was all the scoring the Eagles would need. They added a pair of field goals in the second half, while their defense prevented an offense powered by Stephen McGee, Sammy Morris and Chauncey Washington from sustaining any drives.

Dallas' only points came after a blocked punt set up McGee on the Philadelphia 16-yard line with 19 seconds left. He ran for 12 yards, then hit Miles Austin for a 4-yard touchdown pass to avoid the first shutout since November 2003, and the first at home since September 1991, also against Philadelphia.

On the final play of that series, Romo rushed a third-down pass to avoid a sack. On his follow-through, he smacked his passing hand on Jason Babin's helmet. That's when things got about as interesting as they'd be the rest of the afternoon.

The drama began with Jones leaving his midfield viewing booth to chat with Garrett. He returned to his booth about the same time Romo returned to the sideline.

Romo couldn't grip the ball or take a snap, so he got his hand and wrist wrapped. While he was trading his helmet for a baseball cap, team vice president Stephen Jones arrived on the sideline and spoke with trainers. Felix Jones then joined Romo as being done for the day.

McGee ? who moved up from third-stringer to backup when Jon Kitna went on injured reserve ? took over for Romo and went 24 of 38 for 182 yards, with four runs for 28 yards.

McGee beat the Eagles in last season's finale, but he struggled to even sustain drives this time. It didn't help that his running backs were Morris (pulled from retirement before last week's game) and Washington (signed off the street this week).

"It took me a little while to get comfortable," McGee said. "I don't get very many reps, basically never in a real game. I felt like I made progress through the game."

Philadelphia (7-8) won its third straight, giving the preseason "Dream Team" and midseason nightmare the chance to break even if it can beat the Redskins at home in its finale next weekend. The Eagles also swept the season series against the Cowboys for the first time since 2006, having clobbered Dallas 34-7 in October.

"If we had gotten into the playoffs we would have definitely done some damage," Vick said. "It's unfortunate we didn't. That's the game of football. We made some mistakes early (this season) and got behind in the win-loss column. But we're just happy we're finishing strong."

The defense sure is. Philadelphia has allowed just 36 points and 683 yards over the last three games, with 16 sacks.

"I think it took a little time to gel," said defensive lineman Cullen Jenkins, one of the offseason additions whose arrival raised expectations. "I guess it took longer than we anticipated. We just didn't get the job done. You can make all the excuses in the world, but they really don't mean anything. At the end of the season when you look at our final record, there's not going to be asterisk by it. You just have to own up to it. We let a lot of opportunities get away from us early. All we can do now is control what we do in the future."

Vick was 18 of 32 for 293 yards, with the touchdowns going to Jeremy Maclin and Brent Celek. Jason Avant nearly had another TD, but fumbled inches before touching the pylon, resulting in a touchback for the Cowboys.

DeSean Jackson caught five passes for 90 yards, and ran for 27 yards on two end arounds, both on consecutive plays.

Alex Henery kicked field goals of 43 and 51 yards for the Eagles' only points in the second half.

"They're disappointed we don't have a shot at the playoffs," coach Andy Reid said. "At the same time I was pleased with the energy they brought to the football field. They wanted to dominate and play aggressive football. Nobody was hanging their heads."

Gem MP Jakoyo Midiwo wants the Bill amended to cap the commercial banks? lending rate at not more than four per cent above the Central Bank interest rates. CBK lends to commercial banks at eight per cent, but commercial banks lend to individuals at about 25 per cent.

Should the Midiwo amendment be adopted, then banks would lend at no more than 22 per cent.

"We have a situation where the Government helps crooks to create an artificial economy," said Midiwo, pointing out that banks were fleecing Kenyans.

The Government is opposed to the amendments and has on several occasions held the Bill in abeyance, in what the MPs now say is a plot to protect banking cartels.

"We agreed to push for the adjournment of the House and continue with consultations, but in the meantime the ministry will not execute taxation measures as stipulated in the Finance Bill," revealed a minister in the closed-door talks.

Tempers flared

In Parliament, tempers flared after Gwassi MP John Mbadi asked Finance Minister Uhuru Kenyatta to declare the interests he has in the financial sector. "It is politics and nothing to do with interest rates and it is true that I have interests in the financial sector," responded Uhuru.

The minister said the amendments proposed in the Finance Bill were floated about a month ago and he had engaged Midiwo, but in vain.

The minister asked the House to go on recess as he continues engaging House Finance Committee after the Christmas holiday, so that a solution can be found over the high interest rates banks charge.

"We wasted three weeks trying to engage but that does not mean we will stop deliberating with the committee and individual members," said Uhuru.

Mbadi, Kisumu Town West MP Olago-Aluoch and Assistant Minister Ayiecho Olweny opposed the recess. They argued the Finance Bill must be debated and finalised before the House breaks for holidays.

"Kenya has become a striking nation and that is bad for both foreign and local investors," said Olweny.

Unruly banks

Juja MP William Kabogo supported the adjournment Motion but said Kenyans need to be helped because banks were unruly. "Kenya is the only country in the world where the exchange rates can go from Sh82 to Sh114 and back to Sh82 in the same month,"

Assistant Minister for Defence Joseph Nkaiserry supported the adjournment Motion moved by Transport minister Amos Kimunya.

"The banks have been left to fleece Kenyans. Kenyans have been left at the mercy of these banks, which are charging high interest rates. It is irresponsible for Parliament to go home and leave Kenyans at the mercy of cartels," said Gichugu MP, Martha Karua.

Imenti Central MP, Gitobu Imanyara accused the Government of acting as "an employee of the commercial banks".

"One bank has taken the role of CBK and functioning as CBK contrary to the banking regulations," said Imanyara.

"You can only control cartels through legislation because the Government has failed to regulate them," said Mbadi.

Nambale MP Chris Okemo, who chairs Departmental Committee on Finance, accused banks of behaving irresponsibly by posting huge profits through exploitation of Kenyans.

Water Minister Charity Ngilu accused the banks of charging exorbitant rates, a line that was borrowed by Yatta MP Charles Kilonzo and Justice minister Mutula Kilonzo who, however, said the issue was technical and needed time to discuss.

Parliament adjourn

During morning session, the tussle forced Parliament to adjourn early and the members were irked by the absence of the proposed law on the Order Paper as Government planned to have Parliament break for Christmas.

Chepalungu MP, Isaac Ruto, accused the Executive of protecting commercial banks by failing to list the Bill for discussion.

Midiwo and Rangwe Martin Ogindo wanted the Bill amended to restrict lending rates.

"Where is the Finance Bill? Can you bring it up? This Government is protecting banks. We can stay here throughout Christmas until we ensure Kenyans are okay," said Ruto.

Consequently the MPs shot down procedural Motion seeking to have Government business prioritised effectively sending the House for an adjournment at 10am instead of 12:45pm.

MPs defeated the Motion, which was moved by Amos Kimunya who is the Deputy Leader of Government Business.

Ikolomani MP Boni Khalwale, who had asked why CBK is not audited, protested his question had not been answered.

Olago-Aluoch accused the House Business Committee of not coming to them ?with clean hands?, referring to the absence of the Bill on the Order Paper. Vihiga MP Yusufu Chanzu also opposed the Motion.

Planning minister Wycliffe Oparanya warned the changes would scare away investors.

"We have asked the Finance Minister to lobby Honourable Midiwo so that he can withdraw the amendments," said the Minister.

He said there was no urgency to pass the Finance Bill because unlike the old Constitution, which set the deadline for the passing of the Bill, the new one does not. "It will be disastrous if the Finance Bill is defeated in the House or amendments sought are adopted because it would mean reversing of all taxes as had been proposed by the minister in the Budget Speech," argued Oparanya.

Windows 7 - having trouble with gadgets. Very limited.

I've just formatted my SSD & i'm putting everything back together. The gadgets selection seems to have changed in the past year. I approach it like i did a year ago:

* Right click desktop
* Select gadgets
* Select get more gadgets online

I'm then greeted with a very sparse list. Last time i checked there were plenty of gadgets, now i'm looking at 31 gadgets., Where did all the others go?

I've got most the ones i had. There's one that was a rectangular big digital clock which i can't find.

Why so limited?

Eight U.S. soldiers have been charged in the October death of 19-year-old Private Danny Chen, who was found shot to death in a guard tower in Afghanistan.? It was first thought that Chen may have commited suicide.

The military's investigation found however that Chen, an Asian-American from New York's Chinatown, had been the target of ethnic slurs and physcial attacks at the hands of his fellow soldiers.

Chen was found dead on Oct 3 with?a gunshot wound below the chin;?it's not?clear from today's charges whether the eight soldiers are accused of killing him or whether officials are alleging that their mistreatment of Chen led him to take his own life.

Last week, hundreds of supporters held a vigil and demanded answers in Chen's death. A group of community leaders at the vigil said it had a meeting at the Pentagon recently about the treatment of Asian soldiers in the military, and wanted the commanding officers to be punished.

At the vigil last Thursday, the soldier's family ramped up pressure on investigators, reading aloud letters Chen had sent home, reflecting the state of isolation he was in from being harassed by his comrades and superiors.

"'Feb. 27, 2011: Since I am the only Chinese person here, everyone knows me by Chen,'" read his cousin Banny Chen. "'They ask if I'm from China a few times a day... They also call out my name Chen in a goat-like voice sometimes for no reason.'"

"'People crack jokes about Chinese people all the time. I'm running out of jokes to come back at them.'"

Chen's death is one of several recent cases of alleged hazing in the military, according to OCA, a national civil rights organization serving Asian Pacific Americans.

Elizabeth OuYang, New York branch president of OCA, said in October that some 3,000 Asian Americans were recruited to serve in the U.S. military in 2009 alone.

According to an official statement from the military, 1st Lt. Daniel J. Schwartz, Staff Sgt. Blaine G. Dugas, Staff Sgt. Andrew J. Van Bockel, Sgt. Adam M. Holcomb, Sgt. Jeffrey T. Hurst, Spc. Thomas P. Curtis, Spc. Ryan J. Offutt and Sgt. Travis F. Carden, all of C Co., 3rd Battalion, 21st Infantry Regiment, 1st Stryker Brigade Combat Team, 25th Infantry Division were charged Wednesday in connection with the death of Chen, an infantryman assigned to C Co. at Combat Outpost Palace.

Mr. Brainwash Readies 'Art Show 2011' (VIDEO)

Mr. Brainwash, the polarizing art megastar made famous/infamous in Banksy's Oscar-nominated documentary "Exit Through The Gift Shop" is readying an 80,000 square-foot building in Los Angeles for his massive "Art Show 2011." The large warehouse, consisting of four different floors filled with art, will feature not only the work of Mr. Brainwash, real name Thierry Guetta, but also the work of volunteering artists. From the renowned graffiti crew, The Seventh Letter, to the most unknown of amateur artists, every inch of the warehouse will be jam-packed with work of the street art persuasion.

As I entered the building, the pungent smell of spray paint entered my nostrils and I became giddy with excitement at the prospect of an entire space whose only master was chaos. Abandoning the mantra of "less is more" long ago, Mr. Brainwash's show was already overwhelming and it wasn't even near completion at the time of my visit.

Then, however, an interesting thing happened. My eyes adjusted to the overstimulation and began to take in the work as a whole. Various found objects are used as canvasses including stoves, refrigerators, cabinets, you name it, but each hub of art could stand on its own or as part of the whole. Each inch was covered with small moments and micro-histories of all the individuals involved, acting as a collective visual experience. If the entire building could be likened to our universe, it was as if each pillar, wall or object was its own galaxy, beautiful in its own right, but part of a bigger picture.

Critics of Brainwash's all-or-nothing aesthetic will not be disappointed. The regurgitated symbols of pop culture are expectedly a large part of Brainwash's work, leaving a familiar taste on the palette, but "Art Show 2011" is operating on so many levels that the high-powered art critic and the casual observer alike will have much to discuss. Yes, we've seen this in some iteration all before, but is that the point? Is this a comment on the self-promotional nature of art or just plain self-promotion?

Whether we are witness to the biggest performance art piece ever or just one of Brainwash's overstuffed art shows is still to be determined. However, the way Mr. Brainwash commands our attention indicates that it may be a bit of both.

Chinese boat captains arrested in Japan waters

Japan's coast guard says it has arrested two Chinese boat skippers in separate cases of suspected illegal fishing in Japanese waters.

Officials say a 39-year-old skipper was arrested Tuesday for alleged coral poaching off the Goto islands near Kyushu.

They say the second skipper was arrested Wednesday near the Ogasawara islands, 600 miles (1,000 kilometers) south of Tokyo. They said Thursday that both allegedly ignored calls to stop for inspection, prompting a chase.

If convicted, the skippers could face up to six months in jail or a fine of up to 300,000 yen ($3,840).

The incidents aren't likely to spark disputes as they didn't occur in contested waters.

Officials say Chinese poaching in and around Japan is on the rise.

Cloth Lets You Store Your ?Outfits? In Your ?Phone?

While I subscribe to Thoreau's maxim - "Beware of all enterprises that require new clothes, and, incidentally, when your neighbors come over to your place on Walden and catch a whiff of you, you'll be even more alone" - it is my understanding that some "ladies" like to change their "clothes" daily and they often need help facilitating this process. But what is a lady to do if she cannot remember what outfits she has worn in the past month? Cry? Yell at the barista? No. She uses Cloth.

Italian budget in home stretch, unions on warpath (Reuters)

ROME (Reuters) ? Italy's austerity budget, vital to get Rome's accounts in order and help save the euro from collapse, enters its final stretch this week, with unions still mounting roadblocks to its path.

The 33 billion euro ($43 billion) package of cost cuts and new taxes was passed by the Chamber of Deputies on Friday after Prime Minister Mario Monti's one-month-old government won a confidence vote earlier in the day.

It has now moved from the lower house to the Senate, whose leader Renato Schifani promised on Sunday that it would go through before Christmas. Most observers expect it to be definitively approved on December 23.

Industry Minister Corrado Passera said later that the new government had no plans to introduce a second round of austerity, contradicting Giulio Tremonti - finance minister until November - who said more was very likely.

The measures, which have been hailed by Italy's European Union partners, will cut public spending, raise taxes and reform pensions in a bid to restore market confidence in the country's finances and balance its budget by 2013.

The collapse of investor confidence during the summer under Silvio Berlusconi's administration thrust Italy to the centre of the euro zone debt crisis, and pushed its borrowing costs to untenable levels on bond markets.

The austerity plan, challenged by unions and the opposition Northern League, has been in effect since Monti's government approved it on December 4, but needs full parliamentary approval within 60 days.

Labor Minister Elsa Forneo, who like all members of the Monti government is technocrat and not a politician, served notice to the unions that they would have to be flexible.

"NOT WRITTEN IN STONE"

She told Sunday's Corriere della Sera newspaper that a key article of Italy's labor statute "was not written in stone."

Known as Article 18, it has become a sacred cow for unions and a cornerstone of their battles because it makes it extremely difficult to dismiss workers in companies with more than 15 employees. It also says that workers judged by a labor court to have been wrongfully dismissed must be re-instated with full past payment.

"I'm not saying that there is a preconstituted recipe (for labor reform) but also that nothing is written in stone and so I invite unions to take part in honest and open intellectual discussion," Fornero told the newspaper.

Susanna Camusso, head of Italy's largest union confederation, told Reuters in an interview last week that the country risked a "social explosion" over austerity.

Camusso said she was firmly opposed to any changes in article 18 and that unions planned more protests.

Raffaele Bonanni, leader of another union, showed his contempt for the package by telling reporters it "could have been written by my uncle, who knows nothing about economics."

Fights with unions aside, Monti has his work cut out just satisfying the political parties that back him.

Pressure from the centre-right has forced Monti to delay plans to liberalize some sectors, such as pharmacies, taxis, lawyers and notaries, which are still protected by unions and guilds who want to keep their numbers low.

The two biggest groups, Berlusconi's centre-right People of Freedom Party (PDL) and the centre-left Democratic Party (PD), support the government, although both want it to soften the plan's impact on their core support.

Both parties know that despite their misgivings they cannot sabotage the government without risking a sovereign default by the euro zone's third biggest economy.

Monti was boosted by a parliamentary vote of confidence on Friday and said he was "absolutely not in despair" about Italy escaping its debt predicament. However his popularity has been on the wane as the package becomes better known.

A poll in Sunday's Corriere della Sera newspaper showed his popularity has plunged to 46 percent from 61 percent a week ago.

But Monti, a former European commissioner, has made it clear he is not looking for popularity under a mandate from Italy's president to solve the debt crisis and reassure markets.

On Friday evening, ratings agency Fitch placed Italy and five other euro zone countries on a downgrade warning in the absence of a "comprehensive solution" to the debt crisis.

Revamped double-decker to hit London streets soon (AP)

LONDON ? The latest incarnation of the British capital's iconic double-decker buses will be crisscrossing the city's streets in time for the summer Olympics, London Mayor Boris Johnson promised Friday.

Johnson said the sleek new vehicles would be a fitting successor to London's much-loved red Routemasters, which were nearly all pulled off the streets in 2005. Their bigger, boxier replacements proved more practical in many ways, but haven't inspired the same kind of loyalty.

Johnson promised a redesign when he became mayor, and the he was on board Friday as a prototype pulled into Trafalgar Square.

"It is the latest, greatest masterpiece of British engineering and design," Johnson crowed.

Although some old-style Routemasters still ply the tourist route between St. Paul's Cathedral and the Tower of London, the bus beloved by generations of Londoners was doomed by issues of accessibility and cost.

Passengers loved the buses' curved lines, their conductors and their open platforms at the back ? ideal for a harried commuter racing to make a connection.

But Routemasters weren't wheelchair-accessible and the aging fleet proved expensive to maintain. Even the handy hop-on, hop-off platforms were a problem: Passengers racing to catch their early morning ride or coming home from the pub sometimes fell off the bus, occasionally with fatal consequences.

Johnson's new bus revives the platforms (which can now be closed) and restores some of the original's asymmetry and rounded feel. The mayor's administration claims it will be the most environmentally friendly vehicle of its kind.

The mayor's opponents have raised concerns over the cost of the redesign, attacking it as a vanity project.

Opposition assembly member Val Shawcross said Londoners should be asking themselves "whether spending millions on redesigning buses when we're on the verge of another recession should really be a priority."

Poll: Most want US payroll tax cut extended (AP)

WASHINGTON ? Most Americans want Congress to vote to continue the payroll tax reduction, according to a new Associated Press-GfK poll that comes as Democrats and Republicans wrestle over whether to extend the cut through 2012.

It's the latest instance in which lawmakers on Capitol Hill have allowed partisan sniping to hold up action that polls show most Americans support, like ending the Bush tax cuts or adding a surcharge on millionaires.

The dragged-out debate over whether to extend an expiring payroll tax reduction is one of many developments that have kept voters furious with their leaders all year. On the brink of the 2012 presidential and congressional elections, virtually all Americans are disappointed and frustrated with the political scene and nearly 6 in 10 say they are angry, the AP-GfK survey showed.

"It seems like there are parties that only want to get their agenda done," said liquor store owner James Jacobsen, 47, of East Hartford, Conn. "They're catering to special interests and not Americans. They are not representing the individual American."

Nearly 6 in 10 respondents say they want Congress to pass the extension, according to the poll. Letting the Social Security payroll tax break expire would cost a family making $50,000 about $1,000.

Yet, Republicans and Democrats are rejecting each other's proposals and trying to make law from what's left, a tactic they've used all year on debates over the budget and the nation's debt. The stalemates have caused a decline in confidence so severe that 15 percent of all adults and 32 percent of political independents say they don't trust either party to manage the federal budget deficit.

Retired postal worker Larry Collier wishes Congress would get on with what help it can give ? an assurance to 160 million American workers that their payroll tax cut will be extended through 2012.

What really galls him is the inequality: The same Congress hesitating to keep taxes low for working Americans also is hesitating to raise them on the wealthy. Congress this year ignored President Barack Obama's proposal to let expire tax cuts on the richest Americans and impose additional taxes on those who make more than $1 million, though polls showed most people supported those policies.

"Those millionaires wouldn't even miss that money," Collier, of Pace, Fla., said, noting that he voted for George W. Bush and is now a Democrat.

Economic discontent has spilled over into the political sphere all year and could influence the 2012 presidential and congressional elections. Occupy Wall Street and other protests against inequality have grabbed some attention from politicians, with Democrats the most supportive. Last week, a group of demonstrators camped out on the National Mall, crashed stately holiday parties and marched on Capitol Hill, demanding that Congress extend the payroll tax and insurance for the long-term unemployed.

On the payroll tax deduction, 58 percent of respondents said they want Congress to extend the break, while 35 percent want it to expire.

Democrats and independents are the strongest supporters of continuing the tax cut, while Republicans were evenly divided. But the difference is more partisan than ideological: Conservatives supported an extension, 54 percent to the 42 percent who prefer to let the reduction expire.

Those with annual incomes below $50,000 more strongly support the extension compared with higher-income respondents, and seniors were more likely than younger adults to back the extension.

On Wednesday, there was little sign Congress was listening.

Democrats who control the Senate rejected a GOP-ruled House plan to extend the payroll tax cut and unemployment benefits, but only with cuts to spending and sped-up approval of an oil pipeline. The Senate is crafting its own proposal in response.

If an agreement is not reached by the end of the year, payroll taxes will jump on Jan. 1 from this year's 4.2 percent back to their normal level of 6.2 percent.

Americans are virtually out of patience, the polling shows. And their distrust crosses party lines.

"I really don't feel that they are having the best interests of us as a people," said Rogersville, Tenn., resident Andrea Stafford, 38, a single mother of two who has been unemployed since the summer.

"And when I say people," she added, "I don't mean millionaires and government officials. I'm talking about the normal person who gets up and fixes their children's lunch and has to take off work when their child is sick because we don't have nannies."

The AP-GfK poll found congressional approval near its all-time low and nearly all Americans disappointed with politics. Eighty-four percent of the respondents disapproved of the way Congress is doing its job, with at least 8 in 10 Republicans, Democrats and independents feeling that way.

As for how to balance the federal budget, more now favor cutting government services as the best means to bring federal spending into balance. Sixty percent think lawmakers should focus on budget cuts over tax increases. That figure had been as low as 53 percent in August, during the showdown over raising the country's debt limit.

The biggest shift on that question has come from independents. In the August poll, 37 percent said lawmakers should focus on increasing taxes and 42 percent said cutting services. Now, that divide stands at 28 percent for raising taxes and 59 percent for cutting services.

The Associated Press-GfK Poll was conducted Dec. 8-12 by GfK Roper Public Affairs and Corporate Communications. It involved landline and cell phone interviews with 1,000 adults nationwide and has a margin of error of plus or minus 4 percentage points.

Job market brightens as unemployment claims sink (AP)

WASHINGTON ? The outlook for the job market is looking brighter.

Far fewer people are seeking unemployment benefits than just three months ago ? a sign that layoffs are falling sharply.

The number of people applying for benefits fell last week to 366,000, the fewest since May 2008. If the number stayed that low consistently, it would likely signal that hiring is strong enough to lower unemployment.

The unemployment rate is now 8.6 percent. The last time applications were this low, the rate was 5.4 percent.

The big question is whether fewer layoffs will translate into robust hiring. It hasn't happened yet, even though job growth has been rising consistently each month.

The four-week average of weekly unemployment applications, which smooths out fluctuations, dropped last week to 387,750. That's the lowest four-week since July 2008. The four-week average has declined in 10 of the past 12 weeks.

"Labor market conditions have taken a turn for the better in recent weeks," Michael Gapen, an economist at Barclays Capital, said in a note to clients. "Payroll growth should improve in the coming months."

Applications for unemployment benefits are a measure of the pace of layoffs. Job cuts have fallen sharply since the recession. Employers have been hiring at only a modest pace. But when applications fall below 375,000 ? consistently ? that usually signals that hiring is strong enough to lower the unemployment rate.

The downward trend suggests that companies are cutting fewer workers as the economy picks up. It also comes as Congress is wrangling over whether to extend emergency unemployment benefits, which are set to expire at the end of this year.

Growth may top 3 percent in the final three months of this year, according to many economists. That would be up from 2 percent in the July-September quarter.

Other recent reports suggest the job market is improving a bit. In the past three months, net job gains have averaged 143,000 a month. That compares with an average of 84,000 in the previous three months.

In November, employers added 120,000 jobs, and the unemployment rate fell to 8.6 percent from 9 percent. That was the lowest unemployment rate in 2 1/2 years. But about half that decline occurred because many of the unemployed gave up looking for work. When people stop looking for a job, they're no longer counted as unemployed.

Employers posted fewer jobs in October than in the previous month, the government said Tuesday, though the decline was modest.

Job openings have risen by about 35 percent since the recession officially ended in June 2009. But they're still about 25 percent below pre-recession levels.

About 6.7 million people are receiving unemployment benefits. About 2 million will lose their benefits by mid-February if the emergency program expires.

Lawmakers differ over how long benefits should last. The House passed a Republican bill Tuesday that would renew emergency aid but reduce the maximum duration to 59 weeks from the current 99 weeks.

Democrats want to keep the full 99 weeks. The measure is part of broader legislation in the Democratic-led Senate that would also extend a Social Security tax cut.
