Decision time for EU, with euro's future at stake (Reuters)

PARIS (Reuters) ? The euro faces a decisive week as European Union leaders, urged on anxiously by the United States, seek agreement on a convincing rescue plan that has eluded them for two years.

Despite short-term market optimism about a possible deal to tackle Europe's sovereign debt crisis and underpin the survival of the single currency, the outcome is far from certain as the EU gears up for a summit in Brussels on Thursday and Friday.

"This week, the stable future of the euro and thus the economic recovery in Europe and employment are at stake," EU Economic and Monetary Affairs Commissioner Olli Rehn told Reuters. "This calls for a convincing package of measures from the European Council (summit)."

Portuguese Prime Minister Pedro Passos Coelho went further.

"We have to find a response" to the crisis, he told the daily Publico. "If we don't, clearly that could represent the end of the European Union."

If all goes according to plans being hatched in Berlin and Paris, the EU will have taken a step towards fiscal union by Friday night, agreeing on a treaty change to anchor coercive budget discipline for the 17-nation currency area.

The European Central Bank will have cut interest rates on Thursday to counter a looming recession and taken new measures to provide longer-term funding for Europe's teetering banks.

And new prime ministers in Italy, Greece and Spain will have demonstrated their commitment to tough austerity measures and structural economic reforms to tackle their debt problems and restore investor confidence.

World financial markets rallied last week on the prospect of such a masterplan after ECB chief Mario Draghi signalled that in response to a new "fiscal compact" in the euro zone, the central bank could act more decisively to fight the crisis.

A convincing show of political determination to stand behind the euro and surmount the crisis through closer euro zone integration could prompt the ECB to do more to support Italian and Spanish bonds, cementing that reversal of market sentiment.

"It all comes down to what the ECB does, and whether political leaders produce a sufficiently convincing plan to give the ECB a basis to intervene," a senior EU government source said, speaking on condition of anonymity to respect the independence of the central bank.

However, if the 27-nation EU is unable to agree, or settles for another half-measure after months of dithering, the flight from euro zone bond markets may accelerate, confidence may ebb further and the crisis could become acute in January, when Italy has to start a massive refinancing campaign.

The chief executives of leading Dutch multinationals published a joint newspaper ad warning it was now "one minute to midnight" for the euro zone.

"There is almost 1,000 billion euros in refinancing that needs to be done next year, while the risk premium on interest rates is increasing strongly. That means that it will be almost impossible for many countries to refinance. That indicates how urgent it is to take measures now," Frans van Houten, CEO of electronics giant Philips told TV programme Buitenhof.

MERKEL PERMISSIVE?

Underlining Washington's vital interest in averting a euro zone meltdown, U.S. Treasury Secretary Timothy Geithner will visit Frankfurt, Berlin, Paris, Marseille and Milan from Tuesday -- his fourth trip to Europe since early September -- to urge key European officials to take decisive action.

Sources close to German Chancellor Angela Merkel say she is prepared, despite hostility from the German Bundesbank, to see the ECB step up buying of troubled states' bonds as a short-term bridging measure until stricter budget controls take hold.

But things may not go entirely according to plan.

Merkel visits French President Nicolas Sarkozy in Paris on Monday to outline joint proposals on economic governance, but Berlin and Paris still have significant differences about how the euro zone would control national budgets.

Merkel wants to empower the executive European Commission to veto national budget plans that breach EU limits before they go to parliament, with automatic sanctions for deficit sinners and the possibility to take serial offenders to the European Court of Justice for punishment.

Sarkozy, struggling to win re-election next May, wants euro zone leaders to have the final say, with no new supranational powers for EU institutions.

Several other governments, notably Britain, Ireland and the Netherlands, do not want treaty change at all because of the domestic political risks. Some fear it would be hard if they have to win public backing in referendums.

European Council President Herman Van Rompuy, who chairs the crucial end-of-week summit in Brussels, will present options for stricter budget control without touching the treaty, as well as steps that would require amendments, aides said.

European Parliament President Jerzy Buzek warned last Friday that treaty change could be divisive and "dangerous." But diplomats say it is a political must for Merkel.

Veteran former German Chancellor Helmut Schmidt, 92, urged Germans on Sunday to soothe growing fears of German dominance in Europe and help rescue debt-stricken euro zone partners, warning that Berlin faced isolation otherwise.

For British Prime Minister David Cameron, the choice is between enraging eurosceptics at home by letting treaty change go ahead without winning a return of key powers to London, or seeing the 17 euro zone states reach a separate agreement outside the treaty that could cement a two-speed Europe.

SHORT-CIRCUIT

Germany and France want to short-circuit the complex treaty amendment procedure by wrapping the new budget procedures into a single amended protocol 14 on the euro zone. They hope to avoid a parliamentary convention and spare most, if not all, countries the need for a referendum on ratification.

That has outraged some lawmakers who say the EU's major powers are sidelining national parliamentary budget sovereignty without any democratic accountability.

In their defence, Paris and Berlin argue the debt crisis is an emergency that requires swift executive action to avert disaster, and that member states already signed up to the budget rules in the 1992 Maastricht Treaty.

New Prime Minister Mario Monti brought forward to Sunday a cabinet meeting to approve rigorous austerity measures and economic reforms designed to save Rome from requiring the next international bailout. And bailed-out Ireland will be presenting an eye-watering 2012 austerity budget.

Italy has become the centre of the debt crisis since yields on its 10-year bonds shot up above 7 percent, levels at which Greece, Ireland and Portugal were forced to seek EU/IMF help.

Government sources say Monti's mix of cuts and tax rises will total some 20 billion euros ($27 billion) over two years. About half will go to reduce the deficit and balance the budget by 2013 despite an economic downturn and rising borrowing costs.

The rest will free up resources to try to regenerate Italy's recession-bound economy.

On Tuesday, the Greek parliament is due to give final approval to a draconian 2012 austerity budget that is a condition for a second bailout package still under negotiation with private creditors, euro zone governments and the IMF.

On Wednesday and Thursday, centre-right leaders who control most EU governments meet in Marseille, France. That will provide the platform for incoming Spanish Prime Minister Mariano Rajoy to outline his commitment to radical budget cuts and economic reforms to restore Madrid's parlous public finances.

It will also give "Merkozy" -- as the Franco-German leadership team has become known -- a last chance to lobby reticent partners, with Geithner in the wings, to accept treaty change as a crucial part of the long-term plan to secure the euro before the summit starts with a dinner on Thursday evening.

Researchers print a fully-functional OLED control circuit using an inkjet

Don't worry, this isn't about teaching bacteria how to climb out of a petri dish and follow a subway map. The picture above actually shows an OLED display control circuit that was quickly and cheaply manufactured thanks to the joys of inkjet printing. Its makers at UCLA start-up Aneeve Nanotechnologies also claim their carbon nanotube circuit yields better performance than traditional silicon counterparts and should therefore be considered a competing technology. On the other hand, it's also true that inkjet circuitry has been around in various forms for years, so we must return to the fundamental question: will we ever be able to afford one of these?

Newt Gingrich and Mitt Romney: How different are they on the economy?

If Newt Gingrich is the new 'anti-Romney,' shouldn't they have fundamental differences? While the two share some views on core economic issues, Gingrich has staked out other positions well to Romney's right.?

If Newt Gingrich has become the leading challenger to Mitt Romney, then a basic question is pertinent to their looming duel for the Republican presidential nomination: Where do they diverge on policy?

For all the talk about Mr. Gingrich as the new "anti-Romney," gaining traction with voters who see the former Massachusetts governor as failing the true-conservative test, the two have some major similarities when it comes to the economic issues that are central to the 2012 election campaign.

Both have staked out staunch conservative positions on some fronts: keeping the Bush tax cuts in place, repealing Obama's health-care reforms, eliminating the estate tax.

Yet both face some doubts from core conservative voters in their party. Mr. Romney takes heat for supporting a Massachusetts law mandating that individuals buy health insurance, but Gingrich has voiced support for that basic idea. Gingrich has caught flak for supporting a path toward legal status for many illegal immigrants, yet Romney also opposes blanket deportation.

The point of these comparisons isn't that the two offer carbon-copy platforms. Big differences do exist (coming in a moment).

But to the degree that primary voters focus on similarities, that could work in Romney's favor as he seeks to fend off Gingrich's rise. He can use the parallels to argue for his credentials as someone in the conservative mainstream of his party. And his campaign can argue that Romney's perceived flaws are shared by his rival.

Romney can count on other candidates, hoping for their own spot in the electoral sun, to put up their own opposition to the newly ascendent Newt. Some already have, with Rep. Ron Paul of Texas making news Thursday with an ad calling out the former House speaker from Georgia for "serial hypocrisy."

Gingrich's prospects, by contrast, may grow brighter the more he can be a salesman for policies to the right of Romney.

Here are some of the main differences on economic policy:

First and foremost, Gingrich comes off as the bigger tax-cutter, notably for businesses and wealthy Americans.

He proposes reducing the income-tax rate to zero on capital-gains and dividend income. Romney would also exempt such investment income from taxes, but only for households with incomes of $200,000 or less.

Gingrich also wants to offer taxpayers a radical choice: Pay taxes in the current system or opt for a flat 15 percent tax on income. That option would be particularly appealing to high-income households.

Still, Gingrich isn't proposing to scrap the current tax code entirely, as Gov. Rick Perry of Texas would do (with a 20 percent flat tax) or as business leader Herman Cain would do (with his so-called "9-9-9 Plan" and his longer-term goal of reliance on a national sales tax).

Gingrich would also reduce the tax rate on business income from 35 percent to 12.5 percent. Romney would set the corporate tax rate at 25 percent.

Another difference is on Social Security: Gingrich has proposed fixing the program's coming shortfall by empowering Americans with the option to invest in personal savings accounts. Romney has said possible reforms could include raising the retirement age or changing the way benefits are inflation-adjusted for high-income retirees.

Unemployment drops to 8.6 percent (Politico)

In a positive sign for President Barack Obama, the unemployment rate surprisingly dropped to 8.6 percent in November - the lowest rate in two-and-a-half years - as the country?s economy flashed signs of strength amid uneasiness about a broader global downturn.

The big dip in the unemployment rate from 9 percent in October occurred even though the Labor Department reported Friday that just 120,000 jobs were added in November, a figure roughly in line with expectations.

Unemployment now stands at its lowest level since March 2009 - a clear political plus for Obama but something of a mixed bag considering that 13.3 million Americans are still jobless and the sovereign debt crisis unfolding in Europe could tip the world into a recession.

The report indicates both greater economic momentum in recent months and a pessimistic withdrawal from the workforce by many coping with long-term unemployment.

The jobless rate tumbled in part because about 315,000 people have stopped hunting for work and are no longer considered unemployed. As a result, the labor force participation rate fell from 64.2 percent to 64 percent.

In addition, upward revisions made by the Labor Department to past months on Friday show that an additional 92,000 jobs were added in October and September, suggesting the economy was much stronger than initially believed.

Private companies drove the growth with a net gain of 140,000 jobs last month. Layoffs by state and local governments continued to be a drag, as the public sector shed 20,000 jobs.

The holiday season boosted hiring, with more than half of the new jobs coming from retailers, restaurants and bars. In anticipation of Black Friday shopping, stores brought on 50,000 new workers. Restaurants and bars contributed another 33,000. Health care also accounted for 17,000 new jobs.

Mark Zandi, chief economist of Moody?s Analytics, cautioned Friday morning that the news was ?good, but not as good as the decline would suggest.?

?The decline also occurred because fewer people were out there looking for work. That?s not a good sign,? he said on MSNBC. ?I?ll take it, but it?s not as good as it looks.?

The drop in unemployment did not stop the GOP offensive against the Obama administration?s economic policies.

?It?s very good news, obviously, going into the holiday season,? said Republican presidential contender Mitt Romney told the TV show ?Fox & Friends.? ?People are shopping again. It?s very good news that the unemployment rate is down, people are going back to work, but look overall the president?s record on the economy ? it?s been miserable.?

House Speaker John Boehner (R-Ohio) said more work remained to be done to lower the rate.

?Any job creation is welcome news, but the jobless rate in this country is still unacceptable,? he said in a statement. ?Today marks the 34th consecutive month of unemployment above eight percent. As you may remember, the Obama administration promised unemployment would stay below eight percent if its ?stimulus? was enacted. That promise has gone unfulfilled.?

House Majority Leader Eric Cantor (R-Va.) was nonplussed by the drop, saying the possibility of tax hikes has held back the recovery.

?During the holidays, it?s always comforting to see an uptick in seasonal hiring, but far too many people still remain out of work and the economy still faces systemic problems,? he said in a statement. ?Unemployment has remained high and economic uncertainty has prevailed because of the constant threat of tax increases from Washington Democrats and the Obama Administration.?

Tying WWF, UEA, Fenton Communications and ?commissioned ...

Here we have a press release in 1999 (email 3384) from Environmental Media Services (Fenton Communications, operator of RealClimate.org) sent on behalf of the WWF to help bolster the Kyoto Protocol.

I loved this line:

Cities including New York and Tokyo may face flooding; large swathes of Latin America will suffer from drought and Australia?s Great Barrier Reef may be destroyed unless more is done to stop global warming, the World Wildlife Fund for Nature warned Tuesday.

There?s that weasel word ?may? and of course no timeline is given. Here we are a decade later and this press release sounds like it could have been written yesterday for Durban. The gloom and doom hasn?t changed.

The other fun part is this:

WWF commissioned the Climatic Research Unit at Britain?s University of East Anglia to conduct research into various climate change scenarios over the next few decades.

It projected that sea levels would rise between three-quarters of an inch to four inches per decade. This would threaten low-lying U.S. coastal cities such as New York, Boston, Baltimore and Miami with flooding. The Japanese cities of Tokyo and Osaka among others would also be at risk, it said.

I wonder how that research was accomplished and how much money was involved. ?Commissioning? a scientific study usually means a predetermined result. Anyone have any idea what these commissioned studies were?

I?m pretty sure New York, Boston, Baltimore, and Miami are still here. Ditto for Tokyo and Osaka.
